Looks like the clips are on the inside of the cover and snap into the metal frame of the mirror. Should be easy to look at it and confirm. Put a big gob of RTV silicon rubber on each of the tabs in the cover, stick it back on the mirror, put a rubber band around it to hold it in place until it cures.
